While introducing subsidies may be just about arranging funds, withdrawing them is also about politics. Some of the subsidies today are not targeted at the same beneficiaries (minimum support prices for farmers, schemes for urban poor etc) as the one Congress' scheme plans to target. That will make withdrawing these difficult.
